Are any programs available for low-income customers?

There are two programs for qualifying persons that need assistance with their telecommunication services.
These programs are the Lifeline and Link-Up Programs.

What is Lifeline?

Lifeline is a program that originated through the Kentucky Public Service Commission. This program
was created to ensure that the lower-income customers can have the same quality service that is available
to all customers.

What is Link-Up?

The Link-Up Program was designed to allow eligible individuals to receive a discount on the installation
costs of their telephone services.

Who is eligible?

Anyone who participates in the following programs can enroll in the Lifeline or Link-Up Programs:

• Medicaid
• Low Income Home Energy Assistance Program (LIHEAP)
• Food Stamps
• Federal Public Housing
• Supplemental Security Income (SSI)
• Temporary Assistance to Needy Families (TANF)
• National Free School Lunch Program (NSL)

Before a customer can be enrolled in the Lifeline or Link-Up Programs, they must provide offi cial documentation
of their participation in one of the above eligible programs.

You must also have paid or made payment arrangements for any outstanding balance on the telephone
service at your current address.
